Support Laing O'Rourke Mission Zero Vision

Development of Mission Zero Evaluation Framework

Challenge

Laing O’Rourke has been working for many years to reduce accidents and incidents, and in 2010 launched the ambitious vision to eliminate all accidents across its global operations by 2020 – Mission Zero. Laing O’Rourke commissioned Arthur D. Little to undertake a project to support this vision. The key challenge of the project was to develop a Mission Zero evaluation framework based on the latest High Reliability Organization (HRO) concepts, and to develop an assessment process that enables Laing O'Rourke business units to measure themselves against the framework.

Approach

The project was delivered using a four-stage approach: framework production, tools development, pilot implementation and process finalization. A combination of literature review, our extensive safety culture experience and engaging workshops with key Laing O’Rourke staff supported the development of the Framework. We conducted a pilot study involving the highest performing UK business unit, to test the process. Following the pilot study we updated the framework and assessment process to improve accuracy and alignment with Laing O’Rourke business units.

Value

The project was successful with the pilot study demonstrating the process was able to identify the strengths and the weaknesses within the piloted business unit. We produced meaningful information for the leadership team, allowing them to develop an action plan to continue progress towards Mission Zero. This project also provided the Laing O’Rourke leadership team with a framework to enable them to further develop their measures of safety performance.
